Property services sector collective agreement

The collective agreement sets out minimum employment terms in the sector. For example, in the agreement cleaners and caretakers can find out what wages, working hours or sick pay they are entitled to. The terms are minimum terms. 

PAM negotiates the collective agreement for the property services sector with the employers’ federation, Real Estate Employers.

Work functions in the sector include cleaning, property caretaking, technical services, premises services, office plant services and associated roles.

The collective agreement for janitor work and cleaning has ceased as a separate collective agreement. Nowadays it is an annex to the collective agreement for employees in the facilities services sector.

What is new compared to the previous collective agreement?

New wages

  • Personal wages will be increased by 95 euros (0,59 euros/hour) from 1.5.2023 (or from the start of the first wage payment period starting after that).
  • Personal wages will be increased by 1.8 per cent from 1.8.2024 (or from the start of the first wage payment period starting after that).

Points values in the memorandum on janitor’s work and cleaners paid on a points-based system and minimum wages will be increased correspondingly on the same dates. See table here (pdf)

Payments for shop stewards and occupational safety representatives will be increased by 6.2 per cent from 1.5.2023. See tables (pdf in Finnish)

Changes to collective agreement texts

Weekend time off

During a calendar year employees have at least 14 Saturday-Sunday time off combinations. In practice this means two more weekends off in a calendar year.

Payment of final wages

Final wages under the collective agreement must be paid on the 10th calendar day from the end of the employment relationship.

A provision was added on final wages under which the payment of final wages can be agreed differently with the employee in accordance with section 18 of the collective agreement (locally).

Family leave

Paid family leave was amended to correspond to current legislation. The non-birthing parent gets wages for 36 family leave days, whereas paid leave up to now was 6 days.

Lay-off

If an employer lays off workers, the 5-day period for submission of the negotiating proposal is included in the total negotiating period.

It was agreed in the memorandum that in unanticipated and exceptional circumstances (such as Covid) employers can use a shorter lay-off procedure. Force majeure is established together with the shop steward before the memorandum is applied.

Working groups, recommendations and development work

Evaluation of the pay system

During the agreement period the needs to update evaluation of job complexity and to improve the   incentive effect of pay, work productivity and the appeal of the sector will be investigated and assessed. In this work the associations will hear the views and experiences of businesses and their staff representatives.

Strengthening the language skills of immigrants

PAM and Real Estate Employers recommend that employers support language learning in Finnish or Swedish for workers with an immigrant background, for example by planning shifts that enable language studies and that improved language skills are promoted through language learning at work.

The associations further recommend that where possible employers look into and make use of services such as Workplace Finnish Training, which are designed to promote the ability of staff at the workplace with a foreign background to cope with everyday work tasks in Finnish or Swedish.

Reform of the midweek public holiday system

PAM and Real Estate Employers will continue the working group on the reform of midweek public holidays under revised conditions. The working group was part of the mediation proposal approved in spring 2022.

Memorandum on janitor’s work and cleaners paid on a points-based system

Parties will continue work in accordance with the memorandum. This means integrating the memorandum into the collective agreement.
